Justice Reform and Growth Director | Institute for Justice and Growth

Ms Eleni Kefali is the Justice Reform and Growth Director at the Institute for Justice and Growth (IJG), which has been established by the European Public Law Organization aiming to provide consulting and educational / training services of expert and innovative character in the field of modernization and reform of the judicial systems, the improvement of the business and investment environment, the utilization of information technologies in the field of public governance (e-government) as well as in the field of justice (e-justice).

She has served as the Head of Cabinet of the Secretary General of the Hellenic Ministry of Justice, Transparency and Human Rights (MoJ) (2011-2015). She has participated in a large number of Committees/Working Groups, regarding legislative issues and IT matters and has been a member and the representative of the MoJ in several EU Committees/Working Groups, such as the FREMP Working Group of the Council of Europe (File EU Justice Scoreboard) during the EU Greek Presidency 2014, national representative and Member of the “Justice Programme Committee”, deputy national contact point for the EU Justice Scoreboard Working Group, etc.

She has also served as a Legal Officer – Counsel to the Deputy Minister of Development, Competitiveness and Shipping (2010-2011) and as a Legal Officer – Counsel to the Minister of Development, Competitiveness and Shipping (2009-2010).

She has also served as Legal Officer of the Management Organisation Unit of Development Programmes S.A. (MOU S.A.) at the Ministry of Development (Energy Sector) – Special Directorate for the Coordination and Implementation of Actions/Programmes in the fields of Energy, Natural Resources and Climate Change (2004-2009) as well as Legal Officer at the Hellenic Single Public Procurement Authority.

She holds a Law Degree from the Law School of the National and Kapodistrian University of Athens as well as a Master’s Degree on International Studies (European Law, Public International Law and Private International Law) from the same University.

She is fluent in English and French.
